A replacement for the Win32API library

Description:

This is a replacement for the Win32API library that comes as part of the Ruby standard library. Changes include:

Callback support!
Now uses the newer allocation framework
Argument order change. The DLL name is now last, not first.
Sensible default arguments for the prototype, return type and DLL name.
Reader methods for the function name, prototype, return type and DLL.
