RAIL is a yet another IRC protocol library, which supports,
- the changing of charset on each channels
- add-on all kinds of functionalities by the plugin
- YAML for the configuration file
- the multiple connections to the IRC servers
- the changing of behavior for the connector/listener by class definition.
